The Carl D. Perkins Vocational and Technical Education Act of 1998, authorizes funding for secondary and postsecondary vocational education programs. Its purpose is to more fully develop the academic, vocational, and technical skills of secondary and post-secondary students who elect to enroll in vocational and technical education programs. This Act identifies development of rigorous academic standards and accountability as additional priorities.
The Perkins Act defines vocational-technical education as organized educational programs offering sequences of courses directly related to preparing individuals for paid or unpaid employment in current or emerging occupations requiring other than a baccalaureate or advanced degree. Schools can receive Perkins funding to get their students CIW-certified and, in many cases, even college credit.

The Career and Professional Education Act (CAPE), was enacted in 2007 by the Florida Legislature. The purpose of the Act is to provide a statewide planning partnership between the business and education communities in order to attract, expand, and retain targeted, high-value industry and to sustain a strong, knowledge-based economy. Florida schools can receive CAPE funding to get their students CIW-certified and, in many cases, even college credit.
